6.福祉車両に対する税金の減免や補助制度など

| 福祉車両を購入したり、運転免許を取得する際には、下記のような制度を利用することができます。 |

1：消費税の非課税
厚生労働大臣が指定する身体障害者用物品の規定に該当する装置を備えた車を購入する場合、消費税が非課税となります。
これには、障がい者が自ら運転する自操式と、介護式で障がい者が乗車できるような構造をもつ車、車いすを車両に乗せるための昇降装置および車いすを固定するために必要な装置を装備した車が対象となります。
装置によっては対象とならない車もありますので、詳しくは販売店、または税務署等にお問い合わせください。 |
2.自動車税、軽自動車税、自動車取得税の減免

障がい者が所有し、本人もしくは同一生計者が使用する車や障がい者を常時介護する人が使用する車は、自動車税や軽自動車税、さらに購入時に必要となる自動車取得税が減免されます。
減免措置は各自治体によって異なります。詳しくは都道府県税事務所、市区町村の税金担当課にお問い合わせください。 |

3.自動車購入資金の貸付・助成制度
障がい者が、生業または通勤・通院・通学など日常生活の便宜などに車を必要として購入する場合、行政が資金の貸付を行っています。
詳しくは都道府県社会福祉協議会、または市区町村社会福祉協議会にお問い合わせください。 |
4.自動車改造費の助成制度
障がい者が就労等に伴い自動車を取得する際、その自動車の改造に必要な経費を助成する制度があります。
詳しくは市区町村の福祉担当課にお問い合わせください。

5.自動車運転免許取得費用の貸付または助成制度
障がい者が運転免許を取得するための費用を、貸付または助成する制度があります。
詳しくは市区町村社会福祉協議会、市区町村の福祉担当課にお問い合わせください。

6.ドライブ中の優遇制度など
そのほか、福祉車両を使用中に条件次第で下記のような優遇制度を受けられます。詳しくは各地域の福祉事務所や駐車場、警察署、フェリー会社等にお問い合わせください。
・有料道路通行料金の割引制度
・燃料等の助成制度
・有料駐車場料金の割引制度

装置にはフロアタイプとコラムタイプの2種類があります。<br />
フロアタイプは、コラムタイプに比べてブレーキ操作が容易で運転姿勢を保ちやすい特徴があります。<br />
<br />
基本的な操作方法は、操作部を前方へ押すことで減速、後方へ引くと加速。操作部には方向指示スイッチやホーン、ブレーキロックなどのスイッチがあります。ブレーキロックスイッチは、発進や駐車の時だけでなく、信号待ちの時にも積極的に使用することで、万が一後続車に衝突された場合に車が前方へ飛び出すことを防げます。<br />

この装置には、ペダルを上方へ跳ね上げる方式と、ペダルの手前に遮蔽板を設置する方式があります。身体の大きい人や座ったときのバランスが不安定になる人は、下肢が前方へいきがちですから、跳ね上げ式が良いでしょう。<br />
下肢の屈曲によって大腿部がハンドルに接触する人は、下肢用シートベルトを使用しましょう。</td>

握り部の大きさや形状はさまざまなものがあるので、実車で自分の手で操作しやすいか確認しましょう。また、装置が長いほど、衝突時に怪我をしやすくなるので、注意が必要です。<br />
手を装置に固定するタイプもありますが、衝突などでエアバッグが開いたときに位置によっては怪我をする恐れがありますから、購入時に販売店で確認しましょう。<br />
<br />
旋回装置はハンドルの真上に取り付けるタイプ、ハンドルの内側に取り付けるタイプの2種類があります。それぞれの特徴は、下記のとおりです。
